War: griefing

if two (or more) cities are at war and one decides to raid the other and griefing is a result is that griefing bannable or is it counted as collateral damage (so to speak)?

How exactly does one grief a regioned area again?

I guess on the outskirts of town it would be possible, I'd still classify it as griefing myself otherwise "evil" towns would just declare war on everyone so they could grief without fear all day long. War doesn't really have much point in Herocraft yet unless you want to go NATO and build a massive blockade heh.
