I believe Moderators count as citizens and can be Mayors. I was Moderator and Mayor last map of Neverast for awhile.

Yes mayors (not mod/admin) can be included as the citizen now.

Unless the rules on this have been changed since August First, Mods don't count as citizens; not sure on them being mayors this map, though...
