Ranger's skill SummonArrow does not seem to have any effect 1/3 of the time. If used immediately when the CD is off, it works less often than that. The cost and CD is still incurred.

EDIT: figured it out, instead of spawning in my inventory it spawns at my feet, so the arrows dont get picked up if I am moving. I am keeping this post since it seems like spawning in the inventory could be an improvement.
