Bug Skills lag ?

So , I observed the when I try to use skills very fast , they just slow a lot ( If I press a skill 10 times , it will just sync 5 times , and then will just use it one time a second ).
IE , that's how it looks like if I press "/skill Ultravision" 10 times a row :

Is this a kind of skill filter ? I know in this way it would be good , but in fights when I try hard to hit the enemy with a skill , it just makes me completely unable to fight .

Had this too for months until someone told me how to fix it lol.

Still doesn't help that I can't use certain keys on my keyboard while holding the [left arrow] and [right arrow] buttons (a,d) lol.

Well it may be from the computer itself . Maybe .
