Raiding townships = Impossible?

I was raiding a town today and when I tried chests it just said "This towns has protection" or something like that. They weren't covered with dirt nor were they lwced. Are all chests within regions protected now? I haven't played for 2 maps.

I think this is bad. No reason to go raiding towns anymore :/

This is a known issue, and it's on the to-do list. I working with the balance team to overhaul power/raiding/siegeing/wars, and this is part of it.
