I know critical hits have been discussed before, and shot down due to RNG discussions and how it's unbalanced. Here's some ways Critical Hits can be implemented without RNG.
NOTE: Critical hits multiply damage by 2.

- Inflicts Critical damage on airborne targets
- Inflicts Critical damage on sneaking players
- Inflicts Critical damage when Mana below X%
- Inflicts Critical damage when used on Level X (or higher) players
- Inflicts Critical damage on enemies in water
- Inflicts Critical damage when target is more than X blocks away (for skill shots)
- Inflicts Critical damage on debuffed/buffed enemies
- Inflicts Critical damage when health above/below X%
- Inflicts Critical damage on Mobs
- Inflicts Critical damage when damaging more than X enemies at a time
- Inflicts Critical damage when below Y-level X
- Heal critically when health is above/below X%
- Heal critically if target hasn't been damaged in the last X seconds
- Heal critically if target is taking damage
- Heal critically if in a X biome
