Lucian Overpowered?

Does anyone else feels that Lucian might be an overpowered adc? I feel that his q that has long range and can hit you is pretty strong since it's going of attack power. Plus with a double attack to go after that.

Owning Lucian myself I have not noticed any staggering increase to my ability. I think he has his pros and cons just like the rest of them. His being his cool down times and almost no way of getting out of a fight except if you have flash. I think they did a great job balancing him compared to when they released Atroxx.
