I was thinking that powered rails seemed liked an item that should only be able to be crafted by engineers, since logically it does require and engineers touch. This would give the Engineers an monopoly on powered rail items in chest shops (Not saying you could make a fortune that way, but who knows?)
However I have not seen any item limited to being crafted by one class, and therefore am not sure if it's possible. In that case I would suggest that powered rails would be limited to only be placeable by Engineers.
