    methinks 20 for Guild halls and gov buildings, 16 for noble plots, and 10 for regular. Sanctum was 12 up, we don't want it to bee too small eh? Also I think we should add 'tower plots' for the occasional tower. Of course we don't want fifty bajillion like we did in seagate but mabey 3 or 4...
