Maybe neutral could also be something and not just the starting point. A way to balance PVP with building. It would be nice to have fewer rewards, but fewer risks for neutral players. They could have strange perks and titles. Possible titles: K10 [Observer] K5 [Insitefull] K1 [StandBy]... -
