This thread is about him stealing, not sure why you care about his actual town rating. It isn't his problem that you weren't ready. He stole what he wanted, got away with it. -

The conditions for rating the town are based on a random number system on WHAT HE FEELS LIKE GIVING, not what you feel like you should have. You not being ready for him really isn't his problem...
