    While I can see the point in terms of encouraging PVP, I personally think PVP needs to be encouraged more toward the FFA and hell maps, not any more on the primary map.     No offense, but that seems incredibly lazy and irresponsible using the global build flag rather than adding citizens to the region. I can't imagine you really want non-citizens building as well? There is no sense relying on the no-griefing rules to clean up the mess.
