Suggestion Townies cant accpet bountys on other townies.

Well seeing as today there was about 12 bountys set in about 20minutes and when judgedread killed EtKenn when they were in the same town and people started to bitch I came up with this idea, why not make it so if you are in the same town you cant enter the bounty if its someone in the same town.
Just a little idea anyway :D
