I am new to the server and have many questions.

1. Can you be white-listed before you buy the game.

2. What do you need to start a city.

3. What are the most important rules.

You have to have an account to be whitelisted, you have to buy the game to get an account.

Money, citizens, and ideally, some experience on the server.
