[Forums] Clean out Township Apps

The Township Apps sections the forums is cluttered with apps with 3 people on them that haven't been touched in months. It's clear these pretownships aren't becoming towns any time soon, (if they do they can repost) so why not get rid of them?

Also, why is Halvalor, a ringed town, there twice?
